Managed design, development and delivery of a bilingual IVR application for BMO to provide enrollment and transactional capabilities for 33,000 employees to manage their DC pension plan. Managed in-house IT project team and external contractors.

PROJECT DETAILS

  • Managed internal resources (8 technical/programming staff) for COM development, application integration and infrastructure management.
  • Negotiated and managed external contractors and multiple utility/telcom services for application development, telecom infrastructure upgrades and hardware acquisition.
  • Application included a scalable multi-line implementation, 2-tier call center connectivity and operations management with detailed activity tracking, analysis and reporting.

RESULTS

  • Enrollments exceeded planned targets of 50% enrollment of 33,000 employees during a tight 5 week enrollment period.
  • Application delivered on time and within budget on a compressed timeline of 6 months.

Prepared a detailed bid response to a Federal Government RFP on behalf of Buck Consultants for the provision of turnkey Pension Plan Administration Services.

PROJECT DETAILS

  • Worked closely with Buck’s CIO, Senior VP and the National Director of the Pension Administration Practice.
  • As the proposed Project Manager for the bid, I was responsible for review and evaluation of the RFP and statement of work in order to confirm the technical, functional and service requirements.
  • Prepared a high level project implementation plan to outline the delivery of a viable solution to the client.
  • Wrote and compiled team profile documentation, project charter, and an overview of the PM methodologies and processes.

PROJECT DETAILS

Process Management

  • Business process analysis and re-engineering for automation and integration.  Modeling of complex pension rules
  • Business process modeling, data cleansing and conversion were significant hurdles to overcome in order to move the client from a largely paper-based system to an automated system.
  • Project required considerable resourcing effort to define and model pension rules and to manage client communications, resources and expectations
  • Project governance included regular interaction / reviews through the Project Office of the CIO.

Application Development

Dual project management role:

  • Managed in-house resources (9 technical/programming staff) for application development, testing, training and release.
  • Managed client resources (technical and functional staff) for requirements definition, data cleansing and conversion, People Soft HR and Payroll integration, and technical and infrastructure support.
  • Spent considerable extra effort to model the complex pension rules, document specifications, communicate ongoing project planning information to the client, and schedule the client’s in-house resources

RESULTS

PROJECT DETAILS

Program / Project Management

Led the procurement, design, development and management of a large, logistically complex, multi-phase province-wide project to compile a comprehensive database of province-wide energy use data.

Managed complex logistics of rolling out program launches in 200 communities.

Managed $30M budget, including several multi-million dollar outsourcing contract.

Built, trained and directed multiple teams consisting of over 75 in-house and contracted IT resources for the development of all applications and system components required to collect, analyse and process high data volumes.

Negotiated partnership agreements and service level contracts with more than 300 stakeholder, including utility, retail and government sponsors.

Application Development

Project targeted 2.5 million households with scanable surveys which, when returned, required extensive analysis and processing.

Developed and implemented a fully automated data collection and processing system able to handle a large volume of information

Integrated database with financial reporting system

Infrastructure Development

Provided several hundred utilities with access to the customer database and corresponding energy use profiles; involved the integration of over 100 different systems.

RESULTS

Project was delivered on-time and on-budget and achieved a 40% customer participation rate and a 95% consumer service satisfaction.
